District 10 Council Candidate: Kevin Williams

2010 Growth Questionnaire

1. What is your vision for Lexington-Fayette County?

I envision a community that is sensitive to its landscape, its beauty and its citizens’ services with emphasis on a strong local economy supported by small business, entrepreneurs, and free enterprise.

2. As a Councilmember, you will adopt the “Goals and Objectives” of the Comprehensive Plan—which governs land-use in Fayette County. Do you support an expansion of Urban Service Boundary during the next Comprehensive Plan Process?

I support comprehensive planning models.  I will study and carefully review, ask questions, and hear from my constituents on expansion of the USB.

3. As a Councilmember, what will you do to ensure that the land bank authority is properly established? What should be the criteria for awarding parcels for infill-redevelopment projects and/or real estate deals?

I will work with others, and strongly believe that we must work together to promote, listen, and be receptive to ideas on infill redevelopment, retrofitting and reuse of brown boxes that will make adaptive Renaissance ofour neighborhoods.

4. Will you support continuing funding of at least $2 million, annually, for the PDR program?

I would support a local  match up to an amount committed by State/Federal government provided there is an assurance of funding for the essential services to our citizens.

5. As a Councilmember, how will you address Lexington’s affordable housing needs?

I would promote home ownership and individual investment by our young professionals as well as address the needs of an expanding senior citizen population.

6. As a Councilmember, would you change the LFUCG Divisions of Planning, Building Inspection, & Code Enforcement? If so, how?

I think this is an area for extensive recommendations from the multiple agencies in an effort to simplify process, procedures, communications, and the resources needed to offer the most efficient service.

7. As a Councilmember, how will you handle CentrePointe and similar development projects moving forward? How will you implement the Downtown Master Plan and its recommendations?

We, as a community, must always be mindful of our community’s historic past and its significance while also encouraging new investment through rehabilitation, retrofitting and new construction tht is both adaptive and appealing to our community.

8. As a Councilmember, how do you propose addressing—in the long term—the student housing issues in Lexington’s established neighborhoods? How should LFUCG incentivize infill in the Urban Service Boundary, while protecting the character of established neighborhoods?

New guidelines have just been put in place, and I feel that we must give the language that is law a chance to work.

9. Fayette County agri-business and agri-tourism generate over $3 billion for the regional economy each year. As a Councilmember, how will you promote these signature industries?

We, as a community government, must encourage, work with and promote our local and regional agriculture farmers to magnify the significance of agritourism that is unique to  Lexington and Central Kentucky.
