The state on Thursday gave approval for final negotiations to start on making infrastructure improvements at a proposed development on Angliana Avenue in Lexington.

The Kentucky Economic Development Finance Authority in Frankfort gave the nod to allow the state to work with city government employees to finalize what’s called tax-increment financing.

The idea behind TIF projects is for governments to invest in improving infrastructure and then pay for those improvements using new tax revenue, which developments are expected to generate when the projects are completed and areas are revitalized…Read more at Kentucky.com

Update: Farmland Spared from RV Park

We need your help!

This afternoon, LFUCG’s Board of Adjustment will decide whether to grant a permit that would allow a temporary R.V. park on a 91-acre farm in Northern Fayette County.

We’re opposing this development because it undermines our local land use laws, threatens our Bluegrass farmland and signature agricultural industries, and jeopardizes our commitment to clean water in Lexington-Fayette County.

The applicant wants to build 444 individual RV campsites on the farm, each roughly 30’ wide and 50’ deep. Water and electric service will be provided to each site and a sanitation company will remove raw sewage from the sites. Two miles of gravel driveways will be constructed to transport R.V.s to Iron Works and Lisle Roads. The applicant aims to complete this project in time for the World Equestrian Games to host R.V. campers during the event.

Tomorrow, LFUCG’s Board of Adjustment will decide whether to grant a permit that would allow a temporary R.V. park on a 91-acre farm in Northern Fayette County.

I support The Fayette Alliance’s opposition to the proposed development of a temporary R.V. park on a 91 acre farm in Northern Fayette County because it undermines our local land use laws, threatens our Bluegrass farmland and signature agricultural industries, and jeopardizes our commitment to clean water in Lexington-Fayette County.

A campsite of this magnitude not only acts as a stalking horse for more non-agricultural developments in the rural area, and it also sets a dangerous precedent that waives health regulations requiring on-site sewage treatment facilities for developments of this size.

While we must promote agritourism and prepare for the World Equestrian Games, we shouldn’t do it at the expense of our zoning ordinance, signature farm industries, or already impaired natural waterways—especially as the need for this campsite is questionable in light of Midway’s recently permitted 500-space R.V. park, and inventory of still vacant hotel rooms in Central Kentucky.

On Friday, July 9th, tent patrons and tailgaters gathered to watch Team USA and Team South Africa square off to raise money for Bluegrass Conservancy and The Fayette Alliance at the 4th annual Bluegrass International Cup at Polo in the Park presented by UK Healthcare. Team USA, sponsored by Sophisticated Living, won 13-11 over Gainesway Farm Team South Africa.

The Fayette Alliance’s FY 2011 Budget Request

On Thursday, June 23rd Council adopted the FY 2011 Budget, which begins July 1, 2010. Council approved our request for continued funding of the PDR program, which is matched by $2 million from the federal government. However, Council did not approve funding for the research and implementation of downtown design guidelines and form-based codes, or a Land Bank and Vacant Land Commission.

Farmland and Sprawl

Farmland and Sprawl

The Purchase of Development Rights (PDR) program. It has accomplished incredible results with limited funds in a short period of time, including protecting over 24,000 acres of prime Bluegrass farmland in just 10 years.  PDR is a beacon of LFUCG, Lexington-Fayette County, and the state of Kentucky—as noted in August 2009’s respected Planning Magazine, and countless other sources.  PDR funding will be matched by state and federal funding resulting in twice the money for half the price in farmland conservation. PDR significantly contributes to Lexington’s economic development strategies by protecting the factory floor of our $3 billion signature industries, thousands of local jobs, renowned international brand—which makes Fayette County “The Horse Capital of the World” attractive to agricultural investors and knowledge-based professionals alike. Also, farmland pays for itself and then some—as they generate more revenue on the dollar for the city, than they demand in costly city services—a net gain of 7 cents to be exact. This money goes into LFUCG coffers to pay for trash, fire, police, and other essential services that benefit all of us.

Vacant Lot

Infill redevelopment through a Land Bank and Vacant Land Commission. They are essential tools to redevelop and revitalize otherwise blighted, undevelopable, and under-used urban properties, as Louisville and other progressive cities have demonstrated.  Vacant properties are a financial drain on the community.  With a potential 12,000 acres of land inside Lexington available for infill redevelopment projects, our city is on the brink of a remarkable opportunity.

Downtown Lexington

Downtown design guidelines and form-based codes. They are needed so development in our urban core will occur without destroying what makes the built environment unique—assuring both investors and community advocates of its benefits.  As demonstrated by downtown’s recent Centre Pointe and CVS pharmacy controversies, a universal, objective, and efficient regulatory framework is needed to govern the character and “envelope” of new buildings constructed in Lexington’s downtown.  The time to act is now. Without a design framework in place, downtown—and the community at-large—will continue to undercut its potential with controversy and mediocrity.
